Is mommy right or wrong?

Ok my partner and I split up but we both have custody of our twins, now my question is he wants to take them to Virginia soon but as a single mother of two month old twins I don't want him to, number 1 because they are way to young to be that far away from me number 2 he's driving and that's dangerous being the fact that it's about five hours from Jersey and anything can happen, just saying, anyways so he says since he has half custody he feel as tho he can do what he please as in leave the state with my kids, I clearly told him I'll call the cops and that's straight kidnapping, he says it's not kidnapping if he's the dad and have half custody, but if mommy doesn't agree can he get in trouble for leaving state with them?
